Donald Trump brings top advisers into Harrisburg factory to sign executive orders

HARRISBURG--President Donald Trump signed two executive orders that drew national attention to a wheelbarrow factory floor in the city of Harrisburg Saturday.
Trump mingled with workers at an Ames Companies factory in the 15000 block of South Cameron Street, along with his advisors, including Steve Bannon, Stephen Miller and Kellyanne Conway before signing the orders. Vice President Mike Pence also toured the factory.
The first executive order he signed calls for a review of all existing trade agreements. The second order establishes an Office of Trade and Manufacturing.
"Great people outside, you can see that," Trump said of the Harrisburg workers as he sat down to sign the orders. "Unbelievable workers. Nobody has better than what we have. It's wonderful to be at Ames."
Trump then appeared to read from a prepared statement where he noted the global company's "rich history" which dates back centuries and "helped to build our nation."
Trump said the company produced tools that were used at the Statue of Liberty, the Empire State building and the Hoover Dam, "just to name a few of the monuments within our country."
Trump said American manufacturing was coming back stronger and faster than he thought, citing hundreds of thousands of new jobs created. But he said the government has for a long time "sacrificed American competition and workers to unfair foreign competition."
The executive orders he signed Saturday were designed to keep jobs and wealth in America.
Trump said he has tasked the Commerce Department secretary to "identify every violation and abuse of our trade agreements and to use every available measure under the law to end these abuses against our workers."
If the deals can't be renegotiated, Trump said the deals would be eliminated.
"And if they don't get cleared up," Trump said, standing next to Secretary Wilbur Ross inside the factory. "Wilbur will end the trade agreements. Do you agree with that?" 
Ross responded: "Yes sir."
The second order creates a new office of trade and manufacturing policy within the White House.
"Its mission will be to defend American workers and companies from those who would steal our jobs and threaten our manufacturing base," Trump said.
Trump then took out his pen and signed both agreements. At times workers could be heard cheering from the factory floor next door.
The president eventually handed the second pen to one of his top trade advisers, Peter Navarro, who will head the new trade office.
Trump then began wrapping up his remarks.
"We're only 100 days in so, I've done a lot of work," Trump said, "but we've loved. We've loved doing it. When you love something it's really easy and we love it. We're helping people. We're helping our workers."

President Donald J. Trump visits VA and signs executive order ‘Improving Accountability and Whistleblower Protection at the Department of Veterans Affairs’



Secretary Shulkin makes key announcements to reduce red tape, fraud and improve Veteran services

Today President Donald J. Trump visited VA to thank Veterans for their service, and VA employees for their work helping Veterans.
While at VA, the president signed an executive order entitled, “Improving Accountability and Whistleblower Protection at the Department of Veterans Affairs,” and Secretary of Veterans Affairs, Dr. David Shulkin, made three new key announcements at the VA’s Central Office.
The executive order is focused on improving “accountability and whistleblower protection” at VA by creating an office dedicated to that purpose and the position of special assistant to the secretary who will report directly to the secretary and serve as executive director of the office.
The new executive director “will report directly to me as secretary so that we can identify barriers that are preventing us from removing employees and people that we have identified that should no longer be working at VA,” said Shulkin. “We want make sure that we have employees who work hard and are committed to the mission of serving our Veterans.”
The VA will establish the office and appoint the executive director within 45 days of the signing of the executive order.
The executive director will advise and assist the secretary in using all available authorities to discipline or terminate any VA manager or employee who has violated the public’s trust and failed to carry out his or her duties on behalf of Veterans. The executive director will also assist the secretary in recruiting, rewarding, and retaining high-performing employees.
At the signing ceremony for the executive order, Shulkin also announced three new key initiatives at the Department.
VA partnership with the Department of Health and Human Services
Effective today, VA is entering a partnership agreement with the Department of Health and Human Services that will allow the assignment of medical professionals from the U.S. Public Health Service Commissioned Corps to provide direct patient care to Veterans in VA hospitals and clinics in underserved communities.
“My priority has been to improve access to care for our nation’s heroes,” said Shulkin. “By partnering with our colleagues at HHS, we will enhance the availability of clinical care in those areas most in need.”
The initial agreement enables up to 20 officers from the Commissioned Corps to treat Veterans in VA facilities that are most in need of staffing support.  The agreement also allows up to 10 more officers to help support coordination for veterans receiving non-VA community care.
New fraud, waste and abuse taskforce
The secretary announced a major new initiative to detect and prevent fraud, waste and abuse in the Department of Veterans Affairs. Effective today, this initiative has the potential to save tens of millions of taxpayer dollars currently at risk, for fraud, waste and abuse that can be redirected to better serve Veterans.
The initiative will include bringing in the leading thinkers from the private sector and other government organizations in an advisory committee to identify and leverage cutting-edge fraud detection tools and; and coordinate all fraud, waste and abuse detection and reporting activities across the department through a single office.
The department has identified potential savings in the area of improper payments to health care providers, major contracts, contracts for pharmaceuticals, and the delivery of benefits to Veterans.
“Restoring the trust of Veterans and improving system-wide accountability are among my top priorities. It’s essential to ensure that all our employees and the companies that we do business with are being good stewards of the resources available to care for our Veterans,” said Shulkin.
Removing red tape at state-owned Veteran nursing homes
Effective today, VA is amending guidelines to allow state-owned Veteran nursing homes to follow state guidelines in the construction design of their facilities – removing red tape, while increasing access to services for Veterans.
Up to now, to qualify for federal grant funding for Veteran nursing homes in their state, Governors and state officials have had to follow federal construction design guidelines. With today’s announcement by the secretary, that is no longer the case and governors are freed up to follow their own state guidelines in the construction design of these facilities while still qualifying for the same level of federal grant funding as before.
In announcing the move, Shulkin noted that state design guidelines already are sufficient to the task of providing safe conditions for our Veterans and the department recognizes the need to move quickly to reduce unnecessary barriers to providing much needed services to our Veterans.

I like the idea of getting rid of the property tax deductions because it will twist the arms of the blue states to cut taxes as well. A Few Thoughts on Trump Filling the Swamp...


First off,  the criticisms of his appointments often heavily rely on labels such as "bankster" applied to people to automatically write them off. Reportedly, Trump does not view people through an ideological lens, but a pragmatic and personal one. Whatever their true nature, ultimately the results these people produce for their boss is what matters.

Secondly, those confirmation hearings were tough going for a bunch of supposed swamp creatures. Assuming this is indeed what these human beings really are, just imagine how it'd go for
all those qualified and willing angels to choose from out there. Such folks, or anything approximating it, would and have been used as fodder for smear campaignsfirings, fake scandals, and calls for impeachment

Maybe the policies implemented will fundamentally change the 
proverbial swamp water environment that created any swamp creatures currently working for POTUS. I'm keeping score and not all is well, but in a multitude of ways things are better than many would have imagined they could be some years ago. I'm an optimist.

ENFORCING STATUTORY PROHIBITIONS ON FEDERAL CONTROL OF EDUCATION
By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to restore the proper division of power under the Constitution between the Federal Government and the States and to further the goals of, and to ensure strict compliance with, statutes that prohibit Federal interference with State and local control over education, including section 103 of the Department of Education Organization Act (DEOA) (20 U.S.C. 3403), sections 438 and 447 of the General Education Provisions Act (GEPA), as amended (20 U.S.C. 1232a and 1232j), and sections 8526A, 8527, and 8529 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA) (20 U.S.C. 7906a, 7907, and 7909), it is hereby ordered as follows:
Section 1.  Policy.  It shall be the policy of the executive branch to protect and preserve State and local control over the curriculum, program of instruction, administration, and personnel of educational institutions, schools, and school systems, consistent with applicable law, including ESEA, as amended by ESSA, and ESEA's restrictions related to the Common Core State Standards developed under the Common Core State Standards Initiative.
Sec. 2.  Review of Regulations and Guidance Documents.  (a)  The Secretary of Education (Secretary) shall review all Department of Education (Department) regulations and guidance documents relating to DEOA, GEPA, and ESEA, as amended by ESSA. 
(b)  The Secretary shall examine whether these regulations and guidance documents comply with Federal laws that prohibit the Department from exercising any direction, supervision, or control over areas subject to State and local control, including:
(i)    the curriculum or program of instruction of any elementary and secondary school and school system; 
(ii)   school administration and personnel; and 
(iii)  selection and content of library resources, textbooks, and instructional materials. 
(c)  The Secretary shall, as appropriate and consistent with applicable law, rescind or revise any regulations that are identified pursuant to subsection (b) of this section as inconsistent with statutory prohibitions.  The Secretary shall also rescind or revise any guidance documents that are identified pursuant to subsection (b) of this section as inconsistent with statutory prohibitions.  The Secretary shall, to the extent consistent with law, publish any proposed regulations and withdraw or modify any guidance documents pursuant to this subsection no later than 300 days after the date of this order.
Sec. 3.  Definition.  The term "guidance document" means any written statement issued by the Department to the public that sets forth a policy on a statutory, regulatory, or technical issue or an interpretation of a statutory or regulatory issue, including Dear Colleague letters, interpretive memoranda, policy statements, manuals, circulars, memoranda, pamphlets, bulletins, advisories, technical assistance, and grants of applications for waivers.
Sec. 4.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:  
(i)   the authority granted by law to an executive department or agency, or the head thereof; or 
(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

President Trump Signs Agriculture and Rural Prosperity in America Executive Order



EXECUTIVE ORDER

PROMOTING AGRICULTURE AND RURAL PROSPERITY IN AMERICA
By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to ensure the informed exercise of regulatory authority that affects agriculture and rural communities, it is hereby ordered as follows:

Section 1.  Policy.  A reliable, safe, and affordable food, fiber, and forestry supply is critical to America's national security, stability, and prosperity.  It is in the national interest to promote American agriculture and protect the rural communities where food, fiber, forestry, and many of our renewable fuels are cultivated.  It is further in the national interest to ensure that regulatory burdens do not unnecessarily encumber agricultural production, harm rural communities, constrain economic growth, hamper job creation, or increase the cost of food for Americans and our customers around the world.

Sec. 2.  Establishment of the Interagency Task Force on Agriculture and Rural Prosperity.  There is hereby established the Interagency Task Force on Agriculture and Rural Prosperity (Task Force).  The Department of Agriculture shall provide administrative support and funding for the Task Force to the extent permitted by law and within existing appropriations.

Sec. 3.  Membership.  (a)  The Secretary of Agriculture shall serve as Chair of the Task Force, which shall also include:
(i)      the Secretary of the Treasury;

(ii)     the Secretary of Defense;

(iii)    the Attorney General;

(iv)     the Secretary of the Interior;

(v)      the Secretary of Commerce;

(vi)     the Secretary of Labor;

(vii)    the Secretary of Health and Human Services;

(viii)   the Secretary of Transportation;

(ix)     the Secretary of Energy;

(x)      the Secretary of Education;

(xi)     the Administrator of the Environmental Protection Agency;

(xii)    the Chairman of the Federal Communications Commission;

(xiii)   the Director of the Office of Management and Budget;

(xiv)    the Director of the Office of Science and Technology Policy;

(xv)     the Director of the Office of National Drug Control Policy;

(xvi)    the Chairman of the Council of Economic Advisers;

(xvii)   the Assistant to the President for Domestic Policy;

(xviii)  the Assistant to the President for Economic Policy;

(xix)    the Administrator of the Small Business Administration;

(xx)     the United States Trade Representative;

(xxi)    the Director of the National Science Foundation; and

(xxii)   the heads of such other executive departments, agencies, and offices as the President or the Secretary of Agriculture may, from time to time, designate.  
(b)  A member of the Task Force may designate a senior level official who is a full-time officer or employee of the member's department, agency, or office to perform the member's functions on the Task Force.

Sec. 4.  Purpose and Functions of the Task Force.  (a)  The Task Force shall identify legislative, regulatory, and policy changes to promote in rural America agriculture, economic development, job growth, infrastructure improvements, technological innovation, energy security, and quality of life, including changes that:
(i)     remove barriers to economic prosperity and quality of life in rural America;

(ii)    advance the adoption of innovations and technology for agricultural production and long-term, sustainable rural development;

(iii)   strengthen and expand educational opportunities for students in rural communities, particularly in agricultural education, science, technology, engineering, and mathematics;

(iv)    empower the State, local, and tribal agencies that implement rural economic development, agricultural, and environmental programs to tailor those programs to relevant regional circumstances;

(v)     respect the unique circumstances of small businesses that serve rural communities and the unique business structures and regional diversity of farms and ranches;

(vi)    require executive departments and agencies to rely upon the best available science when reviewing or approving crop protection tools;

(vii)   ensure access to a reliable workforce and increase employment opportunities in agriculture-related and rural-focused businesses;

(viii)  promote the preservation of family farms and other agribusiness operations as they are passed from one generation to the next, including changes to the estate tax and the tax valuation of family or cooperatively held businesses;

(ix)    ensure that water users' private property rights are not encumbered when they attempt to secure permits to operate on public lands;

(x)     improve food safety and ensure that regulations and policies implementing Federal food safety laws are based on science and account for the unique circumstances of farms and ranches;

(xi)    encourage the production, export, and use of domestically produced agricultural products;

(xii)   further the Nation's energy security by advancing traditional and renewable energy production in the rural landscape; and

(xiii)  address hurdles associated with access to resources on public lands for the rural communities that rely on cattle grazing, timber harvests, mining, recreation, and other multiple uses.
(b)  The Task Force shall, in coordination with the Deputy Assistant to the President for Intergovernmental Affairs, provide State, local, and tribal officials -- and farmers, ranchers, foresters, and other rural stakeholders -- with an opportunity to suggest to the Task Force legislative, regulatory, and policy changes.

(c)  The Task Force shall coordinate its efforts with other reviews of regulations or policy, including those conducted pursuant to Executive Order 13771 of January 30, 2017 (Reducing Regulation and Controlling Regulatory Costs), Executive Order 13778 of February 28, 2017 (Restoring the Rule of Law, Federalism, and Economic Growth by Reviewing the "Waters of the United States" Rule), and Executive Order 13783 of March 28, 2017 (Promoting Energy Independence and Economic Growth).

Sec. 5.  Report.  Within 180 days of the date of this order, the Secretary of Agriculture, in coordination with the other members of the Task Force, shall submit a report to the President, through the Assistant to the President for Economic Policy and the Assistant to the President for Domestic Policy, recommending the legislative, regulatory, or policy changes identified pursuant to section 4 of this order that the Task Force considers appropriate.  The Secretary of Agriculture shall provide a copy of the final report to each member of the Task Force.
Sec. 6.  Revocation.  Executive Order 13575 of June 9, 2011 (Establishment of the White House Rural Council), is hereby revoked.

Sec. 7.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals. 
(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

First 100 Days

Donald Trump has hit 100 days in office, and the opinions on his performance are as diverse as can possibly be imagined.  Perhaps never before has so much scrutiny been placed on a President’s first several months in office.  Make no mistake, Trump is under a microscope.  Critics in the media and elsewhere instantaneously pounce on any perceived slip up.  Even many of his supporters became highly critical over Trump’s decisions regarding Syria and North Korea.  
Trump’s challenges have been compounded by a congress who have been unwilling to help him.  Republicans (McCain, Ryan, Graham) are often his worst enemies.  The challenge of governing has been compounded further by a hostile media, leaks from the White House (which for now seems to have abated), and intelligence agency personnel with questionable motives.  
Still, Trump has managed to accomplish many things through executive order:
  • Hiring of 5,000 new border patrol agents
  • Hiring 10,000 new immigration officers
  • Expediting environmental reviews of infrastructure projects
  • Imposed lifetime ban on any administrative official from lobbying on behalf of a foreign government
  • Mandating agencies remove two regulations for every one regulation put in place
  • Initiated review of H1-B plan
  • Initiated review of steel import system
  • Ordered a full audit of the executive branch
  • Ordered the Historically Black Colleges and Universities offices to move from the D.O.E. into the White House
  • Created regulatory reform task force to evaluate rules for repeal or modification
  • Created three DOJ task forces: one for Drug Cartels, one for violent crimes, and one for reducing attacks against police officers
  • 120 day travel suspension from terrorist hot spots
  • Initiated review of military readiness
  • Directed Generals to draw up a plan to defeat ISIS within 30 days
  • Approved the Keystone XL and Dakota Access pipelines
  • Ban on US taxpayer money funding foreign pro-abortion groups
  • Federal hiring freeze, exempting military
This is a fairly remarkable track record for 100 days, especially when you consider that President Trump has met with dozens of citizen groups (Union leaders, CEO’s, small business owners, women’s groups, minority groups, veteran’s groups) during the same stretch.  Additionally, he has been managing several international security situations and diplomatic missions, all while wrestling with the media and politicians back home.
Trump’s work ethic has never been called into question, even by his critics.  The man is a powerhouse, working seven days a week, and even getting some in the White House press corps to admit that covering the President at such a frenzied pace is “Unsustainable,” in the long term. I myself, after having analyzed Trump’s decision making since he announced his candidacy, am slower to judgement than most.  Trump thinks more long-term than people give him credit for, and I take that into account when I come across these “scare” headlines emanating from a hostile media.  Time will tell, but at this pace I imagine that in the 1361 days left in his first term, Trump will accomplish a grand transformation of this country.
